The City of Bellevue, Kentucky is located on the Ohio River, directly across from Cincinnati, Ohio. Bellevue, which was established in 1870, is approximately 1 square mile and has a population of 6480, according to the 2000 U.S. census. The Bellevue Police Department provides 24-hour police protection for the City of Bellevue, which is located in extreme northern Campbell County. The department presently employs 10 full-time sworn officers as well as a police clerk. The department includes the Chief of Police, five Patrol Officers, a Special Events Supervisor, and three Shift Supervisors. Calls for service are dispatched to the officers from the Campbell County Consolidated Dispatch Center (CCCDC), which is located at 998 Monmouth Street in Newport, KY. CCCDC dispatches all calls for police and fire service to all agencies and departments in Campbell County.

Each officer, regardless of rank, is responsible for routine patrol of the city and for responding to calls for service. Additionally, each officer is responsible for performing other duties within his area of specialty. These other duties include Criminal and Crime Scene Investigations, Fingerprinting, Bicycle Patrol, Community Oriented Issues and certain Administrative Functions.

Every officer has attended the Basic Academy at the KY Department of Criminal Justice Training (or its equivalent) and is certified with the office for Peace Officer Professional Standards. Each officer is also required to attend a minimum of 40 hours annually of continuing education approved by the Kentucky Law Enforcement Council. Officers are also trained in defensive tactics, the ASP expandable police baton, and firearms training monthly.

Recently the Police Department has begun to evolve from an agency that was primarily enforcement oriented, to a department that combines an attitude of community service with its law enforcement duties. This process began a few years ago, when each officer was issued his own police vehicle with the plan to better equip each vehicle to assist the public. The process has continued with the addition of a Bicycle Patrol and an increase in Foot Patrol, all geared toward increasing the interaction between the police officers and the public we serve. The police department is also becoming more involved in the public schools and the local parochial school. The chief and one of our officers serve on and are past presidents of the Board of Managers for the Buenger Boys & Girls Club, and the department has recently begun to build a relationship with the local Lions Club.

Bellevue has a Community Oriented Police Program (COPP), designed to focus on positive, helpful ways to interact with the community. COPP began life as the Bellevue Education Safety Team (BEST) in 1997, but has now grown into a department-wide program. The COPP provides a long list of safety and educational programs for the community.
